Captain Jack Harkness.
Captain Jack works for Torchwood, he meets up with The Doctor in series 1 in 1941. The Captain next meets the Doctor in Cardiff.
In the final episode of series 1 Jack gets killed by a Dalek. However, Rose Tyler absorbs the time vortex and brings him back to life. Although Rose brought him back to life she cannot control the power she gained so she accidentaly brings him back forever.
The Doctor runs from Jack because in theory he is impossible. Jack is a "Fact", he is a fixed point in time and space.
It is also rumored that Captain Jack is the "Face of Boe" (watch Season 3 Episode 13).
