Donovan was born on 11 May 1968, Amesbury, Massachusetts, USA.Donovan Graduated from New York University's Graduate Acting Program, where he received an MFA.He currently lives in Los Angeles.Attended UMass Amherst and Bridgewater State College in Massachusetts.

He starred in a lot of famous hit tv series. Donovan previously starred as Clay Driscoll in Believe in Me, where he has to play a man who wishes to coach a high school boys basketball team, but when the school board changes their mind, he is stuck coaching girls who turn out to be extraordinary girls with skills that can surprise you from what you see in the begining.

Jeffery is also a main character in the hit series, Burn Notice, as he plays Micheal Westen a spy for the US government becomes who becomes Burned.Micheal Westen is left with nothing except help from his old buddy Sam and his ex-girlfriend, Fiona and his mother. He then helps people doing outside cases for money, trying to figure out who burned him while Sam, his buddy is informing on him to the FBI who are on him.
