Kai Owen (September 4, 1975, Conwy, Wales) is a British actor currently appearing as recurring character Rhys Williams in Torchwood, a spin-off from the science fiction television series Doctor Who. He also appeared as David 'Shiner' Owen in 2005 TV series Rocketman, and guested on Casualty. He became first known Kev, a gay roofer, in Welsh TV-series Tipyn O Stad, shown on S4C. He was a regular for 52 episodes. He also appeared in S4C's Teflan as character Bob Lewis.
