I don't know about Tosh...
She pretty clearly died, and there are no more resurrection gloves. Owen, on the other hand, was not shown to have died, so it is indeed possible he survived.

this is torchwood a spin off of doctor who and its sci-fi so anything can happen including time travel and/or revival (time travel more likely, since the dangers of the gloves)

3. Season for Torchwood
Now, to 20.02.08 has Burn Gorman in an interview with www.NEWSaRAMA.com confirmed, Torchwood gets a 3. Season!!! (which the dates for the shootings would already be certain third season of Torchwood.)
