Ryan, The O.C. :)
out of Gossip girl, OTH, 90210 and the OC it would be seth from the OC, but all time favourite, JD from Scrubs.

veronica mars is the best most recent character, people dont give her enough credit, but of all time, im gonna have to say buffy, joss whedon is a genius
Seth Cohen is THE best character ever,
closely followed by Blair Waldorf.
But there are so many good shows out there to chose from plus those already finished.
Some of my favorite characters include
Christina Yang and recently Lexi Grey (Grey's)
Tim Riggins and Tyra Colette (FNL)
Chuck Bartowski (Chuck)
Monica Geller (Friends - I know she's totally mental but I love her!)
Logan Echolls (Veronica Mars)
About OTH I'd say Jake Jagelski although he hasn't really been part of it for much and with 90210 I started out liking Silver the best but recently it shifted to Navid-Adrianna (as a couple - inseperable).
maybe id go for chuck bass or lucas scott or seth cohen. and for the girls i like serena, marissa, summer and peyton. i love those girls specially marissa cooper of the OC
