The mother Confessor always wears white as a symbol of her status, she alone wears this colour. The other woman was wearing white because in Kahlan's absence she was leading the remaining Confessors.
It's different between the books and the TV show. In the book, Kahlan was the only confessor alive when the series first started but she was named Mother Confessor from the beginning. I think the TV show confused it all because you can't have two confessors wearing white. Only the Mother Confessor does. I think they began with Kahlan wearing white as per the book but later when they added in the other confessors, they got the facts wrong.
It could also mean the one in white is in charge. In the first episode Kahlan wears white and her sister doesn't. And then the next time she runs across another confessor, that confessor wears white also. Then when she runs across the whole group of them, they all wear black, except for the Mother Confessor, who was in charge.
It might help the poor frightened villagers, they come across in their travels, to tell who's in charge. If the villagers are terrified of confessors as they were in the book, they might not be overly talkative to confessors to question them about who's in charge.

that is not true. the other confessors named kahlan mother confessor after the other lady died
