He is the father of Kelly's baby, so I am sure he will be coming back sooooon. He said 'no' in an interview, but money talks.
But for those of us who can't wait,
Luke will be guest starring in an episode of Law & Order: Special Victims Unit as a foster parent suspected of child abuse and not as Kelly's love interest or baby daddy on the new 90210. In addition to L&O Luke is guest starring as a polygamist cult leader on Criminal Minds.
Law and Order returns with all-new episodes on September 23 at 10 p.m. on NBC.

I'm more excited for him on Criminal Minds than SVU. SVU have had a lot of guest stars recently, and I have thought, "Wow, this is going to be amazing!" ...But so far I have been left disappointed. They either have a smaller role than I thought or just haven't given the performance I had hoped. However, I think Luke Perry on Criminal Minds could be really good. And a cult storyline! Sounds exciting...
