How does the haitian's power work?

I was wonderin how Sylar stopped the bullet with the haitian being there?

Does it mean he voluntarly uses his power and that it doesn't work automatically in his presence?

well i think that sylar could stop the bullet because the haitians powers stopped; because arthur was too strong

From what I've seen, the Haitian's power isn't "always on" and he is able to selectively choose who can and can't use their abilities. A good example is during Sylar's "attack" on Union Wells High, way back in the Homecoming episode of Season 1. When Sylar, having failed in his attempt to obtain Claire's healing ability, escapes from the school, he runs into Eden and the Haitian. Sylar is unable to use his telekinesis to fight them off, yet Eden is freely able to use her persuasion to force Sylar to fall asleep.

Okay, heres how it happened, the haitian's power works on a lot of people when hes around them, like when he was in the theatre with hiro and daphne, but when he was with peter, he was foccusing all his power on arthur, so when sylar walked in no one knew he was there. what i want to know is how the haitian kills people when he touches their heads, does he eras every single memory? or does he just destroy their minds completely?

The hatian chooses who he uses his powers on, and the more powerful the adversary the more concentration he requires to stop them using their power. As for the mind power i think he can just overload peoples brains, like a computer shutting them down.
