Zenkichi Hitoyoshi is reluctantly recruited by his childhood friend Medaka, to join the student council. Despite his reluctance, he is dragged along as Medaka responds to the first request in her "suggestion box": getting rid of the delinquents who have made their base in the kendo club room.
