John and Brains must track down the source of the seismic destabilisers, in a race against time, after the Hood orders International Rescue to give up the Thunderbirds. Meanwhile Scott and Virgil race to Taiwan when one of the undersea quakes destabilizes a solar collector dish in Taipei, so that when the sun rises on the dish it will reflect on the city, burning it to the ground. All the while Lady Penelope uses her contacts to buy some time with the World Council, who want to give in to the Hood's demands.
