The ARUS senate votes on obtaining the Valvrave JIOR weapon within the next six months, and mass producing it so that they may enter into a full scale war with Dorssia. Meanwhile Haruto rejects L-elf's contract resolving to use the Valvrave to protect everyone himself while the former remains optimistic of Haruto's acceptance by showing him the Peace Symbol. Later Haruto Haruto finds Figaro and some ARUS soldiers attempting to pilot the Valvrave, against Haruto's warning, which kills the soldier. At that instant, Module 77 comes under the attack of the Dorssian fleet, and in a panic, Figaro orders a small ship to be prepared to take him and the Valvrave out of Module 77 while leaving the Sakimori students behind, a transmission which is heard by Shoko and Akira. Angered by this sudden news, Haruto tries to attack Figaro but he is restrained and bound by his ARUS bodyguards. Shoko later tries to convince the Sakimori Student Council of the news, and although reluctant at first, Shoko's drastic measures cause them to believe her. The Student Council then gathers a group of students and begin singing the school's anthem for the ARUS soldiers to serve as a distraction so that Shoko, Kyuma and Yusuke enter the school's main building to gather evidence of ARUS's treachery where they discover Haruto. As Figaro attempts to leave, Haruto appears reveals ARUS' true motives to everyone. Figaro having lost his patience begins firing on the students which causes Haruto to use the Valvrave to stop them from leaving. L-elf then appears within the crowd and reveals that the Dorssian forces have already occupied every Module on JIOR 01 except 77, while showing Haruto the peace symbol. As Haruto struggles to make a decision, Shoko proposes that they hold the Valvrave itself as a hostage to the Dorssians and ARUS. Since they both want it, the students would threaten to hand it over to one faction if the other attacks them while showing Haruto the peace sign, much to everyone's relief. Afterwards the Valvrave emerges from the dock and begins attacking the JIOR 01 frame. At the same time, Shoko rallies the students of Sakimori High and unanimously declare Module 77 an independent state. Finally, the Valvrave destroys the bridges connecting to Module 77 and symbolically lifts it away from the JIOR 01 sphere.
