Last week, comedian David Cross was his ridiculous best as a small-town bureaucrat — inflamed over non-ice cream birthday cake– who rejected Claire’s petition for a new stop sign in her neighborhood. This week, we learned Cross’s Councilman Duane Bailey raises puggles, and he is the impetus for Claire to run for political office.

And as soon as Claire devotes herself to the people, the Dunphy family begins to fall apart under Phil’s watch. Phil accidentally punches Luke in the eye. He gives Alex drug-addled cough syrup. Haley tried to get her and her friends fake IDs, but she lost the $900 she borrowed/stole to some dude who borrowed/stole the money. Meanwhile, Gloria just wants to help!
