I think the skinner is Joey Quinn

Although I think that the best scenario for the rest of the season would be for the skinner to be Miguel. Some how it seems too obvious. It seems like a set up for a twist toward the end of the season. Joey Quinn has been a pretty unimportant character but he seems to be in the middle of everything. He has his shady past with Yuki and that's pretty much all we know about him. For someone who hasn't been a big part of the story why is he in the middle of everything, I think there is a big reveal coming and don't be surprised if it has something to do with Anton.Something to me seems a little fishy with this guy(Joey Quinn) and I won't be surprised to see him get a bigger role in the upcoming episodes.

I will say though, that Miguel being the skinner would also be great for the end of the season. Like an earlier post said, it would end up with a great face off with Dexter in the last episode. Whatever happens, I'm sure we'll be in for a treat.

So for the record. I think the skinner will end up being Joey Quinn. Miguel seems way too easy for this show. Plus if he was the skinner, why would he try so hard to get Dexter to do what he was already capable of doing, unless he knew what Dexter was, which opens up another can of worms.

After watching through episode 5 I would have definitely said I agree with you but after seeing 6 and 7 I'm not so convinced that the skinner is going to be Quinn. I'm sure there is definitely something that hasn't been revealed about him yet, but if the 'bad guy' of the season ended up being someone else inside of the department again that would be almost kind of lame.
Also Dexter is a trained killer (as we all know) and can nearly 100% time sense if someone is hiding something, especially something like murder, and he has been around Quinn, enough more or less I would say for him to pick up on Quinn having a 'dark passenger' of his own.
I also don't like Miguel for the skinner because if it was him, why would he have picked such harmless victims? None of th people that have been skinned thus far are murderers, hardly menaces to society. If Miguel was going to be killing people I'm sure he would target much more imminent threats, it's not like he's trying to get to Freebo, since, well... He's dead.
I can't say for sure who I think it is, I had a crazy idea though, I'm going to rewatch episodes 6 and 7 and see if I can pick up any subtleties that I missed and then maybe share said idea.
