Investigator DiGiacomo and undercover Agent M find a dog living on the roof of a tire store in Brooklyn. The store owner says it belonged to the previous owner of the business, and has spent all its life on the roof. When DiGiacomo climbs up to see the dog, she finds that it is emaciated and living in very poor conditions. They decide to seize the dog and take it the ASPCA — but first they have to get it down.
