Dr. Phibes and Shaggy and Scooby are so tired from their battles with each other that they decide to go on vacation: unknowingly on the same cruise ship! They soon run into each other and call a truce. But Shaggy and Scooby's activities constantly disrupt Dr. Phibes' rest, and he and his agents are still trying to destroy them anyway.
