Review of Gotham

Gotham revolves around the Gotham’s future commissioner, Jim Gordon and takes place within the Batman universe. Fox hopes to use Gotham as a vehicle for exploring famous Batman villains like the Riddler, Catwoman, and the Penguin.

I'm one of those people who loved comics as a kid and love superhero movies and shows, so I'm not sure this is the most unbiased opinion. Basically, for me not to like a superhero show or movie it has to suck pretty hard...and Gotham does NOT suck hard...
It's what you'd expect from a Batman-esque show... the gritty city, tough cops, crazy, crazy over-the-top psycho criminals. As a TV show, it is very much "crime of the week" but unlike serialized shows the crime doesn't necessarily wrap up by the end of the episode and there are several ongoing plots. I think its definitely a good way to spend an hour. The unique thing about this show is that we've never delved into Bruce Wayne's life as a child beyond the odd movie flashback to the usual scene of his parent's death, so this is kinda nice to see how Bruce grew into Batman.
