Greg convinces Col to implement a new garbage scheme by promising that it will save money. To get the scheme through Council, Col has to promise Karin that he will look beyond throwing garbage into holes in the ground and develop a proposal to generate electricity out of waste. But a garbage strike becomes a crisis, just when the Department of Local Government Investigator arrives and Col has to spend Council money to end the strike.
