Jimmy Smits joins the cast as a Texas congressman with a hot future, but first, C.J. is named to replace the ailing Leo as chief of staff. Her first day on the job won't be easy, primarily because an emissary from the Republic of Georgia arrives---offering enriched uranium from a former Soviet reactor.
