This is the first time I've had to give a show a lower overall rating than I would give any of the individual seasons. Odd, I know, but hear me out and maybe it'll make some sense.
Both seasons were pretty good ghost stories, I think. Each episode had its own plot, but there was an overarching plot for each season that tied it all together and gave a sense of progress. I'd give each season a 4, considered on its own merits.
The problem is that the two seasons have an almost complete change in cast. The only character that plays a significant part in both seasons is a supporting character, and of the four main characters of season one there is only one that returns and for only a single episode. The other major characters are either mentioned a couple times or just forgotten about entirely. I found that very disappointing, hence my overall rating of three starts instead of four.
